Big 10 Women's Fantasy Basketball Rules and Procedures I. General 1. No whining. 2. This is a fun league. All owners agree to abide by these rules without complaint. At the end of the season, all owners will be able to make suggestions for the league in the 2000-2001 season. Owners will not be allowed to complain or be obnoxious about the rules during the 99-00 season. 2a. Cut-throat competition is not allowed. Owners are not to try and bend the rules or get around them in any way. 2b. Owners must be honest in their dealings with fellow owners. 3. Any owner who violates rule 1 or 2 will not be invited to participate in the league in the 2000-2001 season. 4. The league will be composed of 8 teams. Each team will have one owner who will be responsible for representing the team in all team matters. Each owner will be able to designate a person to substitute for them in league activities by notifying all league owners.
5. The league owners will communicate with each other by email. 6. It is highly encouraged, although not necessary except where specifically noted, that all league correspondence be sent to all owners. 6a. The commissioner will operate an email mailing list to facilitate correspondence among owners. 7. These rules are all-inclusive. If an action is not specifically allowed by the rules, it is not allowed. 8. If an owner feels that a specific action is contrary to rule 2, that owner may bring it to the attention of the commissioner. If the commissioner agrees, it can be taken to the owners. If a majority of the owners feel that the action is contrary to the spirit of the league, the action will not be allowed. For example, an owner may object to a trade in week 15 that trades the top rated player on the last placed team in the fantasy league for a marginal player on the second placed fantasy team. 8a. It is expected that this rule will not be needed. 9. All owners will submit team names to the commissioner. II. Rosters 1. Each fantasy team will be composed of 8 players, unless an owner has successfully bid on a player. (see draft) In that case, the roster will have 7 players. 2. All players on fantasy teams must be members of a Big 10 women's basketball team. If a player is dismissed or quits the Big 10 team during the season, the fantasy owner may replace her without the move counting as one of their allowed roster moves. Note: This does not apply to players who are injured. 3. Each owner will be allowed 4 roster moves during the season. All moves, except returning a player from the injured roster (see 4d and 4e) must be made in a 48 hour each week. The window will begin at 6 pm CST on Sunday and run through 6 pm CST on Tuesday. The roster moves will be effective with the first Big 10 game following the close of the change window. 3a. All players on the roster of a Big 10 team and not on the active or injured roster of a Fantasy Big 10 team are eligible to be claimed. 3b. An owner wishing to make a change must notify all owners of the player they are waiving and the player they are claiming. If more than one fantasy owner claims a player during a change window, the owner lower in the Fantasy League standings will be awarded the player. If the teams are tied in the standings, the team with the fewest points scored will be awarded the player. If the teams are still tied, their standings will be compared in categories in the following order until one team is lower than the other: rebounding, field goal percentage, free throw percentage, assists, blocks, 3 point percentage, steals and turnovers. 3b(1) If two or more teams claim the same player during the same window, the owner or owners who will not be awarded the player under 3b may withdraw the waivers on their player or try and claim another player. 3c. Unless provided in 3b(1), waivers may not be withdrawn on a player during the change window. 4. In addition to its active roster, each fantasy team will have an injured roster. 4a. A team may have no more than two players at a time on the injured roster. 4b. If a player misses her team's final weekend Big 10 game, she must be replaced during a regular change window. If she plays in her team's final weekend game, she may be replaced until midnight on Thursday. 4b(1) If a player plays in her team's final weekend Big 10 game, she must be replaced during the normal change window if her Big 10 team has a Big 10 game before the following Friday. 4c. A player will be considered to be injured and eligible for the injured list if she meets either of the two following conditions: 1. She misses her teams final weekend Big 10 game, if she has played in all her teams previous games. or 2. The fantasy owner can produce a statement from a person in a position to know (ie coach, parent, SID or the player herself) that the player will be out. 4c(1) 4c will not apply if it can be shown that the player has been suspended, disciplined or held out of the game for reasons other than injury. 4d A player may be returned to the active roster if it is announced that she will again play or if she plays in a game. 4e If a player on the injured list plays in a game, it will be presumed that her fantasy owner wants to return her to the roster and release the player who replaced her. If the owner does not want the player returned to the active roster, she must be waived and this must be done during the normal change window. If the owner wishes to keep the player chosen to replace the injured player and release someone else, this must also be done during the normal change window. 4e(1) If the injured player is returned to the active roster and the original substitute player waived, it will not count as one of the teams 4 moves during the season. If the injured player or someone other than her original substitute is waived, it will count as a roster move. 4f. If a fantasy team has more than two players eligible for the injured list, the team must either waive an injured player or carry one on their roster. They may not have more than two on the injured list. 4g If an owner is found to have misstated the health of a player, they will be asked to provide documentation of their original position. Such documentation could include statements, articles or other information from reliable sources. Failure to provide such documentation will be considered a violation of Rule I(2)(b). 5. Trades will be allowed. Teams may trade either 1998 draft choices or players. All trades must have the same number of players changing teams, ie 2 players may be traded for 2 players, 1 player and 1 draft choice or 2 draft choices. 5a No trades for 1999 or later draft choices, or other future considerations, will be allowed. 5b Once the season begins, trades must be announced during the change window and will be effective as of the first Big 10 game following the close of that period. 5c. Players on the injured list may be traded but both teams must be at their roster limits when the trade is announced. ie, If Team A trades a player on its injured list for a player on the active roster, they must announce the waiving of another player at the same time. This would make room for the acquired player on their active roster. 5c(1) If a player must be waived to make room for a player acquired in a trade, the trade and the releasing will be considered to be one roster move. 5d Nothing besides players or draft choices may be traded. 5e All trades must be for players of relatively even productivity. III Draft 1. Players will be dispersed in a draft of eight rounds. 2. By Nov 17, each owner will send to the commissioner various predictions for the five Big 10 Conference football games that will be held on Nov 20. 2a. Each owner will predict the total number of points scored in the five games, and the total number of yards gained by the leading individual rusher in the games. 2b. The owner coming closest to the total number of points scored will have draft position number one, the owner coming second closest will have draft position number two, etc. 2b(1) If there is a tie in point differential, the tiebreaker will be the the yards gained rushing by the leading individual rusher on the day. 3. In rounds 1, 2, 4, 6, and 8, the draft order will be 1 to 10. In rounds 3, 5, and 7, the draft order will be 10 to 1. 4. An owner may bid on a player who will become the owner's first round draft choice. 4a. An owner who makes a successful bid on a player will compete with 7 instead of 8 players during the season. 4a(1) The bid made by the owner will be the round in which he or she will forfeit a draft choice. (ie An owner makes a successful bid of a second round draft choice for Amy Wiersma. The owner would take Wiersma as a first round choice and would not have a pick in the second round.) 4b. All bids should be sent to all the league owners. The commissioner will notify each owner by 10 pm cst daily of all open bids. 4c. The bidding process will open on Sat Nov 27, 1998. It will close on Sat Dec 4, 1998. 4c(1) The final bids must be received by the commissioner by 10 pm cst on Dec 4, 1998. 4c(2) If more than one owner has bid on a player, the owner who has bid the highest round will be awarded the player. 4d. A bid on a player will remain in effect until the owner's bid is beaten by another bid or the owner rescinds it. 4e. An owner may submit one bid a day, but the owner may only have a bid on one player at a time. 4f. An owner may rescind a bid at any time either by notifying the other owners that the bid is being withdrawn or by bidding on another player. 4g. Any owner may bid on any player at any time, however once a bid is received on a player, all subsequent bids on that player must be for draft choices in higher rounds. 4g(1) All bids received by the commissioner by 10 pm cst will be considered to have been received on that day. 4g(2) All bids received on the same day will be considered to have been received at the same time. 4h. If two or more owners make the same bid on the same player on the same day, the bids will not be accepted. The owners may then make another bid on the same day. 4i. If an owner successfully bids on a player, that player becomes that owner's first round draft choice. 5. Once the bidding process has been completed, the draft will commence. 5a. The draft will begin on Sun Dec 5, at 10 am cst. 5b The draft will be completed by 10 pm Dec 20, 1998. 5b(1) It is hoped that each round will take no more than 2 days. 5b(2) If the commissioner feels the draft is getting behind schedule, the commissioner will establish reasonable time limits in which owners must submit their draft choices. (See rule I 1) 5c Each owner is responsible for submitting all draft choices in a timely manner. 5c(1) Any owner who will not be available must attempt to determine if their turn in the draft is likely to come up. 5c(2) If the owner's turn comes up, and the owner will not be available, it is the responsibility of the owner to see that his or her choice gets made. 5c(3) If an owner thinks he or she may not be available when their turn comes up, they can give a list of choices to the commissioner, to another owner or appoint a non-owner to represent them. 5d If the commissioner thinks that an owner is delaying the draft to the point it is becoming problematic, the commissioner will give the owner 4 hours to make a choice. 5d(1) If the owner is given 4 hours and doesn't make a choice in that time period, the draft will progress to the next owner. 5d(2) If an owner is bypassed, he or she may submit that pick at any time. The pick will be effective immediately after the pick of the owner who is then on the clock. 5d(3) If an owner has been bypassed, it is suggested that the owner submit a first and a second choice, because the draft will not be held up to give them a chance to make a second choice. IV. Stats and Scoring 1. The Big 10 website will be the source of all official fantasy league statistics. 2. The players numbers in Big 10 games will be totaled in 8 categories, points, rebounds, assists, steals, blocks, field goal percentage, free throw percentage and 3 point percentage. 2a Fantasy teams will be ranked from 1-10 in each category with 10 points being given to the first place team, 9 to the second, ect. 2a(1) If teams are tied in the standings, the points for the positions that they occupy will be averages, ie, if 3 teams are tied for 4th (7 points), 5th (6 points) and 6th (5 points) each team will receive 6 points. 2b A fantasy team's shooting percentage will be calculated by dividing the total shots made by its players to the total number of shots they have taken. 2c Player's stats will be added to the fantasy team's only for games in which she is on their roster. Stats accumulated prior or subsequent to her time on the roster will not count in the fantasy totals. 3. A teams points will be added and the fantasy teams will be ranked by their total points. 4. Each week the commissioner will distribute fantasy league standings. 4a. Each owner will be responsible for submitting statistics for one or two Big 10 teams as they are assigned by the commissioner. 4b. The standings will be computed using those statistics 4c. Every week each fantasy team will be given the statistics for each of its players. 4c(1) Each fantasy owner may check his or her own player's stats against those of the Big Ten site at any time during the season. Any errors of substance may be immediately sent to the commissioner who will immediately incorporate them into the fantasy league standings. 4d If the commissioner figures out how, the weekly standings and statistics will be posted on the league's web page. If this occurs, individual mailings may not be made. Owners would then be responsible for checking the web page to monitor their teams statistics. 6. The owners first draft choice will be their franchise player and the second pick their designated player. 6a. If the franchise player does not play in a game, the owner may count either 50% of her yearly statistics or 75% of the designated players stats for the franchise player in that game. 6a(1) The stats used will be the total yearly stats, so the numbers used for the missed games will change every week. 6a(2) If either the franchise or the designated player does not play in 5 Big 10 games, the numbers of the other player must be used. 6b The owner must notify whether they choose the 50% or 75% option when the franchise and designated players are named prior to the start of the season. 6c. If a designated player is injured and lost for the season before she has played in 5 games, she may not be replaced. 6d The franchise player must not play at all in a game for this option to take effect. 7. If a franchise player is injured for the season during the draft, the owner may make a substitute pick for the pick they forfeited.
V Championship 1. The championship awards will be presented at the post-season Fantasy League banquet, which will be held in Indianapolis during the Big 10 post-season tournament. 2. The owners who finish in places 2 through 9 will buy the winner dinner at the banquet. 2a. If the winning owner cannot be present, that owner will be have his or her dinner sent through the US mails.
